Winifred S. Hayes, MS, PhD, RN

President and CEO

Winifred S. Hayes, MS, PhD, RN, President and CEO, founded Hayes, Inc. in 1989 in response to a growing need in the healthcare industry for evidence-based assessments of health technologies. Under her leadership, Hayes, Inc. has become an international pioneer in providing unbiased, timely, clinically focused, evidence-based reports to health plans, hospitals, managed care organizations, government agencies, and healthcare systems. In addition, Dr. Hayes established and from 2000 to 2005 was CEO of Hayes Plus, a national Independent Review Organization. She was a founding member and the first President of the National Association of Independent Review Organizations (NAIRO). Her expertise as both a clinician and consultant, have made her one of the leading experts in the fields of evidence-based health technology assessments, utilization review, and clinical guideline development.

Dr. Hayes lectures and publishes as an advocate for the role that evidence-based decision-making plays in improving patient outcomes and healthcare resource allocation. Prior to founding Hayes, Inc., Dr. Hayes was Executive Vice President and Chief Marketing Officer for Quality Health Services, Inc., a company specializing in healthcare utilization review, case management, and occupational health and safety services.

In addition to many scholarships and grants, Dr. Hayes was honored with the Pennsylvania Best 50 Women in Business Award in 2001 and received the Philadelphia Women of Distinction Award in 2000. She received her Doctor of Philosophy degree from the Johns Hopkins University School of Hygiene and Public Health (Bloomberg School of Public Health). A graduate of the University of Maryland School of Nursing, with Primary Care Nurse Practitioner and Master of Science degrees, she has served as an Associate Professor and Program Director for the Occupational Health Nursing Graduate Program at the University of Pennsylvania School of Nursing. She also served on the faculties of Emory University and the University of Maryland. She is currently affiliated with the Senior Scholars Program in the Department of Health Policy at the Jefferson Medical College.

Dr. Hayes resides in Lansdale, Pennsylvania.
