Updated tool aims to assist providers in technology acquisition decision-making

Lansdale, PA — Hayes, Inc., a research and consulting firm that specializes in the evaluation of health technologies, recently published an updated white paper that identifies 10 questions hospitals and healthcare systems should ask before adopting new or emerging health technologies. Making Technology Acquisition Decisions: Ten Questions to Ask When Evaluating Technologies That Have a Limited Evidence Base is available as a complimentary download from the Hayes website.

“Determining the potential impact of new medical technologies is difficult when there is a limited evidence base with regard to their relative effectiveness and impact on patient outcomes,” says Dr. Winifred S. Hayes, President and CEO. “Our latest white paper outlines multiple considerations hospitals and healthcare systems should take into account before investing in a technology that is not well supported with evidence. For example, we advise hospitals to ask, ‘Does the new technology solve a serious and urgent problem the hospital is facing? Is the technology reasonably safe and can they adopt it without incurring major risk for patients, providers, and/or the hospital?’ Without asking such questions, hospitals might adopt technologies that compete with existing technologies, but are no more effective and/or safer than those already in use. These kinds of decisions add cost but don’t improve clinical outcomes.”

Hayes, Inc. is dedicated to helping hospitals, health plans, and government programs transform healthcare delivery and improve outcomes through the integration of evidence into decision making and policy development. Hayes evaluates new, emerging, and controversial medical technologies to determine clinical effectiveness, safety, and impact on healthcare quality, utilization, clinical outcomes, and cost. Hayes’ unbiased information helps clients make evidence-based decisions about acquiring, managing, and paying for health technologies, leading to improvements in clinical outcomes and cost benefit. Hayes, Inc. is a qualified woman-owned small business (WOSB).

Lansdale, PA — Hayes, Inc., a woman-owned research and consulting firm that specializes in objective, evidence-based evaluation of health technologies, recently published and delivered a new white paper to key members of the Centers for Medicare & Medicaid Services (CMS) and Congress. The white paper, Evidence-based Coverage Policies and Appeals: The Foundation of Quality and Value in the Medicare Program, recommends incorporation of an evidence-based approach into Medicare coverage policy determinations, appeals processes, and medical practice.

“We believe that an objective and rational dialogue on the use of evidence throughout the Medicare system, including in development of both national and local coverage decisions and in the appeals process, supported by appropriate financial incentives and payment systems, is essential to address healthcare quality issues and the rapidly rising cost of the Medicare program,” says Dr. Susan Levine, Chief Scientific Officer and Senior Vice President, Health Technology Research & Consulting at Hayes, Inc. Dr. Levine is also an appointed member of the CMS Medicare Evidence Development & Coverage Advisory Committee. Advises Dr. Levine, “Adopting and implementing an evidence-based approach will help to manage diffusion of health technologies, reduce disparities and variations in coverage and care, promote use of effective and high-value services, and ensure that our healthcare dollars are spent wisely.”

The white paper has been distributed on Capitol Hill to the co-chairs and key staff of the Joint Committee on Deficit Reductions, the chairmen of the Senate Committee on Health, Education, Labor, and Pension (HELP); and the Senate Select Committee on Aging, and to the co-chairs of the House Task Force on Health Care Innovation, as well as ranking leadership of the Senate Select Committee on Aging and other members of the House and Senate Leadership at CMS also received the document.

Hayes, Inc. is dedicated to helping health plans, hospitals, and government programs transform healthcare delivery and improve outcomes through the integration of evidence into decision making and policy development. Hayes’ unbiased information enables managed care organizations and government programs to develop defensible and transparent coverage policies, care management protocols, and best practice guidelines. Hospitals and healthcare systems rely on Hayes as a resource for strategic initiatives focused on safely reducing the cost of care while improving quality and clinical outcomes. We believe strongly that evidence-based, clinically sound processes will improve both the quality and the cost-effectiveness of healthcare delivery in the United States and drive performance improvement under healthcare reform.

Hayes, a certified Women’s Business Enterprise (WBE), is a nationally recognized leader in the healthcare field, and our proprietary Hayes Rating has become a standard in the industry.

Top 10 molecular diagnostic testing topics identified

Lansdale, PA—Hayes, Inc., in anticipation of the implementation of new CPT codes for molecular diagnostic testing, surveyed its clients recently to identify genetic testing topics of highest interest.

“We asked our clients to review a list of 49 topics and disorders and identify their highest priority topics in five categories: cancer, pharmacogenetics, single gene disorders, tissue typing, and other,” says Dr. Diane Allingham-Hawkins, Director of the Hayes Genetic Test Evaluation Program. “From the responses that we received, we sorted the topics from highest to lowest priority. These data enable us to prioritize our evidence reviews and concentrate first on these high-priority topics. We are in the process of completing high-level reviews of all topics by the end of 2011, and full health technology assessment reports will be prepared in a timely fashion, again with priority given to the most requested topics.”

Hayes Genetic Test Evaluation reports are evidence-based health technology assessments of genetic tests across a range of conditions and applications. Each report provides a clear, objective view of the science behind a specific genetic test, the clinical evidence supporting the test, and the use of the test in clinical practice. These reports can help to guide decisions about whether a hospital should develop or contract for specific genetic tests, based on the clinical value of the test, appropriate patient selection criteria, and the likelihood of reimbursement for each type of test. The reports also can support the development of defensible, transparent coverage policies that are based on evidence of analytical validity, clinical validity, and clinical utility of the test, as well as appropriate patient selection criteria.

Hayes, Inc. is dedicated to helping health plans, hospitals, and government programs transform healthcare delivery and improve outcomes through the integration of evidence into decision making and policy development. Hayes’ unbiased information enables managed care organizations and government programs to develop defensible and transparent coverage policies, care management protocols, and best practice guidelines.

Continued spending on healthcare technologies without improvement in care is unsustainable

July 28, 2011 — Lansdale, PA – Dr. Winifred S. Hayes, PhD, President and CEO of Hayes, Inc., will be the featured guest on the July 29, 2011, radio broadcast of Life Love & Health hosted by Christopher Springmann. Dr. Hayes will discuss the economic and clinical impact when expensive new healthcare technologies gain mass adoption but fail to drive improvements in patient care and clinical outcomes.

“Today in the United States, we spend 17% of our gross domestic product on healthcare–far more than any other developing nation–yet we lag behind other developed nations in terms of quality of care,” says Dr. Hayes. “As a nation, we’ve become addicted to expensive new healthcare technologies that do not always improve the quality or safety of patient care. We spend billions on robotic surgery, proton beam therapy, and 64-slice CT scanners that don’t improve care or, worse yet, may not be as effective as the existing technologies they replace. Yet, pharmaceutical and medical device manufacturers know how to market, and because these products are positioned as ‘latest and greatest,’ they gain mass adoption well before the clinical evidence supports it.”

Dr. Hayes received her Doctor of Philosophy degree from the Johns Hopkins University School of Hygiene and Public Health (Bloomberg School of Public Health). A graduate of the University of Maryland School of Nursing, with Primary Care Nurse Practitioner and Master of Science degrees, she has served as an Associate Professor and Program Director for the Occupational Health Nursing Graduate Program at the University of Pennsylvania School of Nursing. She also served on the faculties of Emory University and the University of Maryland. She is currently affiliated with the Senior Scholars Program in the Department of Health Policy at the Jefferson Medical College. Dr. Hayes lectures and publishes as an advocate for the role that evidence-based decision making plays in improving patient outcomes and healthcare resource allocation.

Life Love & Health is America’s most listened-to health and lifestyle radio program. Life Love & Health airs on multiple Sirius XM Satellite Radio news, talk, and sports channels, including CNN, Fox, and ESPN; on selected Public Radio affiliates; Internet outlets, including HealthRadio.net, WomensRadio.com, RightHealth.com, and Stitcher.com; and internationally on American Forces Network. To hear Dr. Hayes’ interview, tune into the program at 2:00 PM Pacific-5:00 PM Eastern on July 29, 2011, at HealthRadio.net on your Internet radio or portable device.

July 26, 2011 — Lansdale, PA – Hayes, Inc., a woman-owned research and consulting firm that specializes in the evaluation of emerging, investigational, and changing health technologies, recently published a set of white papers and delivered these documents to key members of Congress. The white papers, which promote the integration of evidence into health-related decision making, form the foundation of a series of publications aimed at educating policymakers, regulators, and other stakeholders involved in healthcare reform about evidence-based care. Three white papers are currently in print: The Value of Evidence; Accountable Care Organizations: Evidence is Essential for Success; and Regulation of Genetic Testing in the United States.

“We believe strongly that evidence-based, clinically sound processes and comparative effectiveness research will improve clinical outcomes, reduce healthcare costs, and drive performance improvement under healthcare reform,” says Dr. Winifred S. Hayes, President and CEO. “The changes that we so desperately need in the U.S. healthcare system hinge, in part, on the role that evidence plays in healthcare choices, organization, and management. These changes will not be feasible unless healthcare professionals, policymakers, and the public understand the importance of evidence and recognize the value it can bring to healthcare decision making.”

Senior leadership from Hayes, Inc. delivered the white papers to Capitol Hill, sharing the publications with the Congressional Health Care Innovation Task Force co-chaired by Reps. Allyson Schwartz (PA) and Kathy Castor (FL), along with Rep. Jim Gerlach (PA); Sen. John D. Rockefeller IV (WV), Senate Finance Committee, Chairman of the Subcommittee on Health; Sen. Herb Kohl (WI), Chairman of the Senate Special Committee on Aging; and Sen. Ron Johnson (WI), Member, Senate Special Committee on Aging.

Hayes, Inc. is dedicated to helping hospitals, health plans, and government programs transform healthcare delivery and improve outcomes through the integration of evidence into decision making and policy development. Hayes evaluates new, emerging, and controversial medical technologies to determine clinical effectiveness, safety, and impact on healthcare quality, utilization, clinical outcomes, and cost. Hayes’ worldwide clients include hospitals, healthcare systems, government agencies, employers, and managed care organizations. Hayes unbiased research and analysis help clients make evidence-based decisions about acquiring, managing, and paying for health technologies.

June 28, 2011 — Lansdale, PA — Hayes, Inc. is committed to ensuring that their clients are prepared for the implementation of new CPT codes for molecular diagnostic testing. These new codes, developed by the CPT® Editorial Panel Molecular Pathology Coding Workgroup for the American Medical Association, are scheduled for implementation in January 2012. The Hayes Genetic Test Evaluation (GTE) Program is working proactively to ensure that evidence reviews are available for each of the tests or disorders covered by the new codes.

“We have completed a comprehensive review of the proposed code list and determined that the Hayes GTE Program currently has reports covering 71 of the 170 proposed codes,” says Dr. Diane Allingham-Hawkins, Director of the Hayes Genetic Test Evaluation Program. “We estimate that we can address these remaining codes with 49 additional topics in our GTE Index.”

Hayes evaluates new, emerging, and controversial health technologies to determine clinical effectiveness, safety, and impact on healthcare quality, utilization, clinical outcomes, and cost.
